The Verses 7:94-96 of the Noble Quran talk about:
1) Allah used to afflict the ancient disbeliever before their destruction,
2) The Hardship and happiness are warning signs for Allah’s torment,
3) What if the ancient deniers who were destroyed had believed in Allah? And
4) Is there any relation between the repent and the rain and the vegetation; Allah Says: Yes.

The meaning of verse 7:94
As a law, when Allah sent a prophet as messenger unto any township and the people denied him, it is that Allah used to seize and punish the deniers with misery, abject poverty, and hardship, illness, tribulation, affliction, hardships, adversity, pain, hunger etc. so that they might be humble, so that they might be self-effaced, that haply they might believe. Then what?
The meaning of verse 7:95
Then Allah used to give them in place of evil and affliction, good, wealth and health, until they multiplied, and said, out of ingratitude towards this grace: ‘Hardship and happiness befell our fathers before’, just as it has befallen us, we are just like them and their example we shall follow and this is nothing but the habit of time, and not the consequence of Allah, so remain firm in what you follow, held firm to our religion, i.e. deny Allah’s Prophet and messages.
Allah, exalted be He, says:
So We seized them, with the chastisement, all of a sudden and unexpectedly while they perceived not, beforehand the time of its coming.
In other words, Allah seized them unawares with torment, when they perceived not the descent of such a torment.
The meaning of verse 7:96
Yet, if the people of the township, whose people were destroyed had believed in the Scripture and messengers and kept from evil, disbelief, idolatry, indecencies and had further repented.
Surely Allah would have indeed opened upon them, blessings from the sky) through rain (and from the earth) through vegetation and fruits. (But they gave the lie) to Allah’s messengers and Scriptures, (and so Allah seized them) by inflicting upon them drought, lack of fruits and punishment (on account of what they used to earn) i.e. because of giving the lie to the prophets and Scriptures.

QARIB:
94) We sent no prophet to a village but seized its inhabitants with misfortune and adversity in order that they might be humble in supplication.
95) Then we changed evil for good, until they multiplied and said: ‘our fathers were indeed touched by misfortune and adversity. ‘ so we seized them suddenly while they were unaware.
96) Had the people of the villages believed and been cautious, we would have opened upon them the blessings from heaven and earth. but they belied, and we seized them for what they earned.
SHAKIR:
94) And we did not send a prophet in a town but we overtook its people with distress and affliction in order that they might humble themselves
95) Then we gave them good in the place of evil until they became many and said: distress and happiness did indeed befall our fathers. then we took them by surprise while they did not perceive
96) And if the people of the towns had believed and guarded (against evil) we would certainly have opened up for them blessings from the heaven and the earth, but they rejected, so we overtook them for what they had earned

94) And we sent no prophet unto any township but we did afflict its folk with tribulation and adversity that haply they might grow humble.
95) Then changed we the evil plight for good till they grew affluent and said: tribulation and distress did touch our fathers. then we seized them unawares, when they perceived not.
96) And if the people of the townships had believed and kept from evil, surely we should have opened for them blessings from the sky and from the earth. but (unto every messenger) they gave the lie, and so we seized them on account of what they used to earn.
YUSUFALI:
94) Whenever we sent a prophet to a town, we took up its people in suffering and adversity, in order that they might learn humility.
95) Then we changed their suffering into prosperity, until they grew and multiplied, and began to say: “our fathers (too) were touched by suffering and affluence” … behold! we called them to account of a sudden, while they realised not (their peril).
96) If the people of the towns had but believed and feared Allah, we should indeed have opened out to them (all kinds of) blessings from heaven and earth; but they rejected (the truth), and we brought them to book for their misdeeds.
